Minutes of Sheepy Parish Council Meeting
Sheepy Memorial Hall
2nd June 2009
1) Attendance and Apologies
Jim Aldridge – Chair, Pat Bingham, Brian Greenfield, Andrew Gough, Malcolm Greenwood, Oz Hall, and Brian May.

2) Parishioners’ Open Forum
i) A parishioner reported that the verge in Mill Lane had not been cut the full width of the verge. Clerk to check with LCC and report back to the parishioner.
ii) A parishioner also reported that a trailer had overturned going into Mill Lane. Andrew Gough to follow up with Highways.
3) Minutes of the last meeting – The minutes were approved as a true and correct record.
4) Matters Arising from Minutes
i) Chair reported that work had been carried out on the unclassified road leading to Poulsons’ farm and that ruts had been filled in. Following a conversation with Anne Parkinson, he said she was still having problems with 4x4s using the road in the middle of the night.
ii) Clerk reported that kerbing in Orton Lane would be in 2009/10 programme
iii) Clerk said there was still no news on the waste bin on the B585 but all Councillors agreed that the Parish Council were not willing to pay for the emptying of this bin.
iv) Notice-boards – the Chair reported that permission had been received from Memorial Hall Committee. Andrew Gough presented a specification and details of costs from outside companies. After discussion, it was agreed that the making of the notice-boards should be put out to tender from local people. It was agreed that there would be two boards, one by the Memorial Hall for Parish Council only and one on the Green, with two lockable glass doors on the front for Parish Council and Village Matters and open at the back for general village use. Councillor Gough to report back with prices at the August meeting.

7) Correspondence
The following was discussed
Hinckley & Bosworth Youth Council – require a Youth Champion- Councillors to ask around.
LCC – Church Lane proposed waiting restrictions – consultation in autumn
East Midlands Regional Assembly - consultation workshop on region’s housing market areas – no interest in attending from Councillors
Hinckley & Bosworth Older Voices’ Forum - 15 June – no interest in attending.
Community Forums – Participatory Budgeting – Andrew Gough agreed to attend and, after discussion, he was given priorities to take to the workshop
Local History Society – Oz Hall and Andrew Gough said they would be attending the meeting in June.
8) Crime and Safety - Andrew Gough reported that in 31 days to 1st June there were 9 police incidents in the Parish, this included 2 domestic incidents and 4 thefts of diesel. Theft of diesel was on the increase in West Leicestershire especially red diesel. PCSO Lambley would be available for parishioners to visit at the lay by, Main Road, Sheepy Magna from 6 – 8pm on 9th June. At the last meeting, it was reported that 3 caravans had been stolen from Sheepy Parva. On the same evening, 150 caravans were stolen in the area.
Councillor Gough also reported that Market Bosworth Police Station would be opening on Wednesdays for 2 hours and contact telephone numbers had been sent out with the Gazette.
Following a request from residents in Ratcliffe Lane, a survey had been carried out by LCC on 171 vehicles between 8.00 am and 9.30am and the average speed was 40mph.
The Chair said that there had been lots of comments again about reducing the speed on the Main Road to 30mph and the Parish Council would take this up again after the summer break.

The Chair reported that the filing cabinet was purchased to store archive Parish Council minutes.

11) Any Other Business
i)Brian Greenfield reported that water was running down Watery Lane near Overfields Farm, the Clerk to report to Highways.
ii) It was noted that the Post box was to be moved from outside the old shop.
