Minutes of Parish Council Meeting of Sheepy Parish Council

1) Attendance and Apologies

Jim Aldridge – Chair, Mary Beechey, Pat Bingham, Andrew Gough, Brian Greenfield, Brian May, Kevin Morrell, Oz Hall, Alf Oliver, Anne Parkinson

2) Parishioners’ Open Forum – no comments

 

3) Minutes of the last meeting - The minutes were approved as a true and correct record

 

4) Matters Arising from Minutes

 

War Memorial- The Chair explained the position concerning the memorial. Due to the fact that it was leaning and unsafe, it had been taken down at a cost of £470.00. Unfortunately the vertical column had fallen to pieces when being taken down. To replace the vertical column, steam clean and refurbish the remaining parts and re carve inscriptions and enamel letters will be in the region of £6,000/£7,000.

 

It is intended to apply to War Memorial Trust for £2,500 but this requires match funding. Also investigating small grants from LCC and H&BBC and donations had been pledged from Sheepy Old Boys Football Club and parishioners. After discussion, Alf Oliver, seconded by Andrew Gough and all in agreement, proposed the following:

 

  • Continue looking for grants
  • Try to raise funds through donations
  • Parish Council provides the remainder of the funding, which may be around £3,000
  • The work is completed by Remembrance Day, November 2010

 

The Clerk was asked to put a letter in the next issue of the Gazette asking for donations.

 

5) Report by County Councillor – Ivan Ould was not able to attend the meeting but he sent a message via the Clerk to say that a new planning application had been submitted for the composting site. The Parish Council discussed this and agreed that they would still object to the site, for the same reasons as last time. Ivan also reported that he was looking into a problem with a car parking too near the junction in Highfield Close

 

6) Report by Borough Councillor –.Kevin Morrell explained the position concerning the problem with the offices at Argents Mead and said that the Council now had the opportunity to move into a new building, which will hold all the staff. It will also allow partners (such as the Police) to move in with them. The premises were in Sapcote Lane and it was hoped to move by 2012 The Council still intended to keep home working, this applied to around 90 people. Brian May asked what would happen to Argents Mead. Kevin Morrell said it had still not been decided but some of it would have to be sold for development to fund the move.

 

Councillor Morrell also stated that the Government had informed the Council that they must put out a briefing note re Petitions. This included a minimum of 20 names on petitions and using electronic methods.

 

7) Correspondence

 

The following was discussed:

Parish Forum – 17th June – Kevin Morrell to represent Sheepy

LCC – Letter re Church Lane – a copy of LCC’s conclusions and their response to the petition, had previously been circulated to Councillors. After discussion, the Clerk was asked to write to LCC stating that the Parish Council agree with their conclusion and support the decision.

 

8) Crime and Safety - the Chair welcomed PC Graham Anderson to the meeting and thanked him for his time as Beat Officer, as he would be retiring in September.

 

PC Anderson reported that there were 11 recorded crimes in the parish during the last 31 days. The majority relating to the theft of plant and similar equipment. Drain covers had also gone missing from just outside the area and it was noted that scrap people were coming into the area from as far away as Nottingham.

 

He also reported on an accident, which he had just attended at Cross Hands. Although the cottage had been damaged, fortunately nobody was hurt. It was not the first time that an accident had happened at this junction with Watery Lane. The Councillors discussed ways to improve this junction and Orton Lane junction but no conclusions were made.

 

Andrew Gough reported that he had told the Crime and Safety Forum of his intention to resign.

 

9) Accounts and Signing of cheques

10) Planning

 

The following applications were noted without comment:

10/00263/CONDIT Rose Cottage, Sheepy Road, Sibson

10/00229/FUL Alterations to Byrons Court, Bosworth Road, Wellsborough

 

11) Any Other Business

 

a) The Clerk circulated a copy of the Annual Report, which will be distributed with the Gazette.

 

b) The Chair reported on a conversation with the person who empties the dog bins and he said that they were all being well used with the exception of Wellsborough, which was usually full of sweet papers from the school children. After discussion, the Clerk was asked to contact H&BBC re a waste bin in the lay by at Wellsborough.

 

c) Andrew Gough reported that the notice boards were due to be put up on 4th June. It was agreed that Andrew Gough and the Clerk should hold a key and that these boards should also be available for community organisations to use. Clerk to make a notice to put inside boards.

 

d) Andrew Gough reported that a parishioner had asked if the self-setting elders in the churchyard could be removed. Jim Aldridge agreed to look at this.

 

  1. Alf Oliver reported on the progress of the educations building, which is being

built from a barn conversion on the new Battlefield site, he said it should be ready by September.
