Minutes of Sheepy Parish Council Meeting

 

Sheepy Memorial Hall

6th October 2009

 

1) Attendance and Apologies

Jim Aldridge – Chair, Mary Beechey, Pat Bingham, Andrew Gough, Oz Hall, Brian May, Kevin Morrell, County Councillor Ivan Ould and Clerk Mavis Bassett

2) Parishioners’ Open Forum

2 representatives of Sheepy Magna School PTA thanked the Parish Council for their recent donation and gave a report of the event. They said that the event was aimed at the parish as a whole and there were more villagers present than parents. The main expenses incurred were for the marquee and toilets. The Chair asked what happened to the profit of £1,793.01, which they had made. They reported that the money would be used to build a climbing wall and partitions in the classroom. The PTA has contributed £5,000 towards these.

3) Minutes of the last meeting – The minutes were approved as a true and correct record.

 

4) Matters Arising from Minutes

 

Emptying Dog Bins – H &BBC had confirmed that they would start from 1st October. It was agreed not to cancel Paul Roberts until the Parish Council were satisfied that the Council were doing a good job. The Chair reported that the street cleaners from the Borough Council had done a good job cleaning the Playing Field car park. Andrew Gough reported that he had completed a survey for the Borough Council on street cleaning/dog fouling etc.

 

Notice boards at Sheepy Magna – The Chair reported that Alan Brown was not interested in quoting for the notice-board. It was proposed by Oz Hall, seconded by Brian May and all in agreement that Kris Papworth should be given the job, as his quote was the cheapest.

.

Village Signs - the Upton sign was unveiled on 30th September, with local dignitaries and the press present. It is anticipated that the final sign at Sheepy Parva will be completed by end December.

 

Sheepy Playing Field Association – Oz Hall reported that the Playing Field Association are looking into putting two different types of benches on the field. There would be four or five benches in total. Anyone interested could sponsor a bench. It was also noted by the Chair that an invoice for Public Liability insurance for the playing field was amongst the cheques to be approved. It was agreed that the Clerk should write to the Playing Field committee requesting a copy of the accounts showing that insurance had been paid in previous years.

 

Telephone Box at Sibson – Brian May reported, that with one exception, everyone he had spoken to was in favour of keeping the red kiosk. It was suggested that it could be used as an Information kiosk. Clerk to progress this with BT and Borough Council.

 

Compost Site off Fenn Lanes- Kevin Morrell reported that the planning application would be determined later in the month by County Council. The Borough Council had objected on the grounds of an increase in traffic movement and the fact that 75 tons of compost would not be composted very quickly, thereby causing environmental problems for surrounding areas.

 

5) Report by County Councillor – Ivan Ould also commented on the Compost Site, stating that the compost would be taken off site in tractors and trailers within a 7-mile radius. The risk of contamination would be high and noise would also carry a considerable distance. People who own the site have been reported to the Environmental Agency for tipping. Also food streams will come from a 30-mile radius.

 

The County Councillor reported that he was trying to get BOTATs in the area downgraded to Bridleways.

 

Ivan Ould also reported on the Cabinet meeting at LCC, saying that housing numbers had dominated the early part of the agenda. He also spoke of the Pilkington enquiry. He said that Bosworth High School had been give a top grading of outstanding and he was supporting an application for a Shire Grant for the Local History Society venue at the Memorial Hall.

 

6) Report by Borough Councillor – Kevin Morrell commented on the Open Spaces survey by the Borough Council and said that he is looking into why this is being done again. It was also noted by the Chair that a survey, from Consultants, on employment in the Borough was to be discussed under correspondence. A parishioner asked how money for Consultants got approved. Councillor Morrell said that he was looking into this.

 

The Councillor also said that he was lobbying the housing department on behalf of a parishioner, who had suffered a stroke and was trying to get an upgrade to her bathing facilities. She had been told there was a twelve-month waiting list. The Chair suggested that the parishioner could contact Help the Aged or the Poor Pieces charity.

 

7) Correspondence

 

The following was discussed:

 

BE Group – need and demand for employment space for H & BBC – Clerk to write and say that the only need was for a shop.

Quote from Brian Mee for strimming around Village Hall, Sheepy. It was proposed by Andrew Gough, seconded by Mary Beechey and all in agreement that the quote of £25 for the initial cut and then £15 per occasion thereafter should be accepted.

LCC – nominations for Equality and Diversity celebration – no comment from Councillors.

LCC – No waiting in Church Lane – after discussion by Councillors, it was proposed by Oz Hall, seconded by Andrew Gough and all in agreement that the County Council should be requested not to take this any further. This decision was taken in view of the comments from parishioners but Councillors were reminded by Councillor Gough that this project was initiated by the fact that an ambulance could not gain access to a sick person, who was living in the Mews.

Sheepy Memorial Hall ( J Aldridge and K Morrell declared an interest) – request for donation £150 to Spring theatre production. As this performance is for the benefit of the whole parish, it was proposed by Andrew Gough, seconded by Pat Bingham and all in favour that the Parish Council should donate £150.

Sheepy Memorial Hall (J Aldridge and K Morrell declared an interest) – request for donation for upstairs. After much discussion, it was decided that a decision would be made after 2010/11 budget had been set at November’s meeting.

H &BBC –research into open space, sport and recreation study. It was agreed that the Chair and the Clerk should complete this and also comment that a survey had been carried out in 2005.

Leicestershire Police – changes following death of Fiona Pilkington – Andrew Gough and Oz Hall said they had also received this message as part of their role as neighbourhood wardens.

Hinckley & Bosworth Christmas Appeal – no comments from Councillors

8) Crime and Safety. – Andrew Gough reported that there had been 5 incidents in the 30-day period up to 5 October. 2 burglaries, 1 item of damage, 1 assault and 1 car crime. Figures for the area were discussed at the local forum and Sheepy Parish figures were lower than average for the area.

 

Brian May said that residents of Sibson were interested in setting up a Neighbourhood Watch Scheme. Andrew Gough to pass details of the co-ordinator to Brian May and Pat Bingham.

 

Andrew Gough also reported that the next Police Surgery would be from 10 am to 12 noon in the lay by at Sheepy Magna on 3rd November.

11) Any Other Business

a) Brian May commented on the Patients Participation Group, which he had attended at Ratcliffe Road surgery and said that there was now a Dermatology Clinic at the surgery and also patients should get their flu jabs as soon as possible.

b) The Chair brought the Councillors’ attention to the two consultation letters, which had been received from H &BBC and said that Councillors need to be more active in attending consultation meetings. The role of the parish councillor has changed significantly in the last four years. Councillors are now required to be more accountable and to represent the parish at more meetings as well as supporting the various bodies within the parish.
