Minutes of Sheepy Parish Council Meeting

Sheepy Memorial Hall

1st December 2009

1) Attendance and Apologies

Jim Aldridge – Chair, Pat Bingham, M. Beechey, Brian Greenfield, M Greenwood, Andrew Gough, Oz Hall, Brian May, Kevin Morrell, A Parkinson, Alf Oliver. Clerk – Mavis Bassett, Ivan Ould: 3 parishioners

No apologies:

2) Parishioners’ Open Forum – No comments from parishioners.

3) Minutes of the last meeting –The minutes were approved as a true and correct record.

 

4) Matters Arising from Minutes

 

a) Bosworth Community Forum - Clerk reminded everyone present that the next Forum was on 10 December 2009, 7 – 9pm, St Peters School, Station road, Market Bosworth.

 

b) Hedge at corner of Ratcliffe Lane – Chair commented that he had inspected the hedge and felt that there was no action required on it.

 

c) Phone box at Sheepy Magna – Andrew Gough reported that this had now been removed.

 

d) Phone box at Sibson – Clerk reported that a contract had been sent to BT and this was progressing.

 

e) CCTV in Watery Lane – Andrew Gough reported that he had made a request to the Community Wardens for these to be placed in Watery Lane when they become available.

 

f) Notice boards – Andrew Gough reported that Kris Papworth, who was commissioned to do the new notice boards, had put in a revised quote for a larger notice board, as he felt this would be more suitable for the purpose. The price was now £986 (an extra £96 from previous quote). Proposed by Pat Bingham, seconded by Kevin Morrell and the majority in agreement, that Kris Papworth should go ahead with the larger size.

 

g) Dog Bins – the Clerk reported the over use of the dog bins in Park View, Sheepy Magna. The contractor had, therefore, been asked to increase the emptying of this bin to twice per month.

h) Village Signs –the Clerk reported that the Sheepy Parva sign was due for completion in January. The Clerk reminded the meeting, that in order to claim the Initiative Fund Grant, invoices had to be submitted before February. Publicity for the Upton sign had appeared in Hinckley & Bosworth Borough Bulletin and Alf Oliver said that he had received several comments from parishioners in Upton.

 

i) Clerk’s hours – the Clerk reported that she had kept a log for the past month and work was in line with the 13 hours per week but she would carry on the log for three months.

 

5) Report by County Councillor –Ivan Ould reported that following the recommendation by Officers, the Composting Planning application had been refused. He said that there had been extensive dumping by Crown Skips on the site, including asbestos, and the Environment department were looking into this. He also reported that Warwickshire were having an in-vessel composting site in Nuneaton at the old quarry. Alf Oliver thanked Ivan Ould and Kevin Morrell for their support in ensuring this application was turned down.

 

Ivan also reported that the new Highway Inspector for our Parish was Neil White, who replaces Julie Tonks. Also with regard to Highways, he commented on the safety proposals for the A447 and the fact that the 40mph at Sibson was being ignored.

 

Ivan Ould and Kevin Morrell both confirmed that the LDF for housing sites would not be confirmed until September/October 2010. They also confirmed that there was evidence that builders were trying to get out of paying 106 money, which had been promised.

 

6) Report by Borough Councillor – Kevin Morrell commented on a meeting regarding the Pilkington enquiry. One of the outcomes of this is the Pilkington Rule, which is the right of Councillors to be kept informed about specific cases on Anti Social Behaviour, which they report.

 

Councillor Morrell also reported on the problems of Age Concern, following the withdrawal of £10,000 funding by H& BBC. Despite Councillor Morrell’s endeavours, the Council would not over turn their decision but said that one off requests would be considered at the end of the financial year.

 

H & BBC’s five-year housing supply situation was discussed and it was noted that the Borough had a shortfall of 277 dwellings, which equated to a supply of 4 years and 5 months. From the Planning Policy statement, this appears to be giving a green light to most planning applications.

 

The Parish and Community Initiative Fund for 2010 is now open for bids. Sheepy Parish has received £21828.95 since 2005, putting us 5th in a league of 21. This shows the effort and commitment the Council has to the local community.

 

Councillor Morrell also commented on H &BBC’s Climate Change Action Plan, a 20% reduction in carbon dioxide emissions from all corporate buildings by 2011 and 80% reduction by 2050.

7) Correspondence - The following was discussed

H&BBC - £50 contribution to rural festivities. The Councillors discussed this donation and it was proposed by Brian May, seconded by Oz Hall and all in agreement that this money should be spent on a tree for Sheepy Magna but if this was donated, lights should be bought.

 

Sheepy Magna Memorial Hall – request for match funding. Proposed by Malcolm Greenwood, seconded by Brian May and all in agreement, that the Parish Council should donate up to £1,000, as match funding to Sheepy Magna Memorial Hall. This had been included in the budget for 2010/11.

8) Crime and Safety - Andrew Gough reported that there had been 6 reported crimes in the Parish in the last 30 days. These were mostly burglaries from houses and garages. Discussion took place around problems with Travellers and hare coursing within the area. Ivan Ould asked if any of the burglaries had been distraction burglaries and Andrew reported that he was not able to get this specific information. Andrew Gough also said that 3 years ago, a local Borough Councillor said that he would liaise with the NFU re Farm Watch, no farmers present were aware of this.

9) Accounts and Signing of cheques

The Clerk reported that Eon were now invoicing the Parish Council monthly for the streetlights and asked for Parish Council approval to pay by Direct Debit. This was proposed by Kevin Morrell, seconded by Malcolm Greenwood and all in agreement that a direct debit should be set up.

10) Planning

 

It was noted that an application has been received for an extension to Rose Cottage, Sheepy Road, Sibson. Brian May and Pat Bingham said that they would like to look into this application and would report back to the Clerk.

 

11) Any Other Business -The Clerk was asked to report a pothole in Shenton Lane, Upton.
